Title: new gel coat?

i keep seeing boats being restored and alot of them have a brand new white gel coat.  I guess i dont understand how one does that  how does it stick and cover up old gel coat and who offers these services i wanna do my jet boat all white so i can start over fresh

im doing my boat with single stage white paint not gel coat
