you're gonna go to DMV, ask for a "home made" trailer vin/registration. go to a DMV with an inspection station and they'll look for a vin. if they dont find one then you go back to the DMV and you're done. i have a roadrunner trailer title and PTI registration for sale if you dont want to deal with any of that. single axle. Asking $45 which is what i paid for registration and title. Just transfer that into your name and get a new trailer plate. done deal.
