Based on the pictures if a good color sand and buff doesn't bring it back you can always just have a clear shot over it. Bam all shiny again. Thing would look awesome if it was restored to its retro styling

Are those stripes gel coat?  They look like paint to me.  If they're paint, they may not be easily salvageable, at least not like new.  Nice looking project though.

Sanger generally did a single color lay up and painted the seam area in lacquer.  That's why it's common to see the painted areas around the fuel fillers  jacked up.

Another problem Sangers had, is they tend to crack under the drivers seat. Looks like a line there along the strake. Is that a seam in the glass or a crack?

The stripes are painted on like crewchief stated. I'm not a paint guy so I don't know if the stripes can be sanded down to get to the gel, or just paint over em. I haven't found any cracks in the hull. There are some areas along the bottom where the glass is thin from I would think beaching it.

No cracks thats good.
The beaching has probably just worn through the gel so the light shines through.

You should be able to just sand them off.  Otherwise I would shoot a sealer coat over them before applying any paint.  Today's paints are much different than the paints were back them.  They're more sensitive and can do weird things if the prep isn't right. If your not doing your own paint work, I'm sure your painter will have a handle on dealing with them.  Since there's no historical value in trying to save this paint scheme, I would just make it what ever you want it to be.

Before I get a little to far ahead of myself. I'd like to get some input/opinions. I've been throwing the idea around in my head about full length stringers. 1/4 stringers in it now seem to be in great shape. I'm not putting in a big hp eng. when this thing is done. I guess full length is not necessary unless producing big power. True? Another thing that the hamster has been spinning is. Setting back the pump. I know I'll have to reglass the intake, which equals a lot of work. Would it all be worth it?
From what I've read so far is that Sanger purpose a lot depending on set up. Would putting full stringers and setting the pump back help with the purpose? 
When I get home I'll get a snap a couple pics of the stringers.

Well, if it were me? I would do the stringers. But I've done a few sets. Just takes time and a lot of work.
The set back..... Is that Sanger a delta pad?? If so, I wouldn't do it. Are you going to pull the intake and have it cut for a shoe and ride plate???

I'll have to get back to you about the delta pad. Shoe and ride plate are on the list to have done

I have a mild(very) 460 ford and a newly rebuilt pump. I only took it out once this summer and changed the plate angle. With the old set up. The plate was 1 degree down and the boat rode very wet at almost 75(gps confirmed) the season I raised the plate to 1 degree up and the boat freed up a ton. No gps numbers because it was a holiday weekend and the water was a little rough. I also attribute the wet ride to the fact that I have a bit of water logged foam under my sub floor. This summer I plan to really do some hardware adjustments(money allowing) I would like to hit 80. Which I hope isn't to much of a stretch.

Hook; a concave depression in the bottom of the hull typically in the rear flat areas between the strakes. They act similarly to trim tabs in the down position.

Rocker; a convex bump in the same area that a hook would be.

Hooks were used by many manufacturers to eliminate ill handling hulls due to porpoise issues. Also made driving the boat more idiot proof.

Rocker was used to help carry more bow lift. These can be sketchy to drive.

You are more than likely to desire a flat keel line vs. either a hook or rocker. More user friendly and easier to tune.
